This conference is a direct follow up of the Rome Ministerial
Conference, May 1996, where the Ministers from European and
Mediterranean countries gathered, decided that a specific conference
on the potential of the Internet and the World Wide Web within the
Euro-Mediterranean partnership was required. The need to further
strengthen the international cooperation in the field of global
networks, such as the Internet, has been recently re-actualised by the
Bonn Ministerial Conference, July 1997. The Cyprus Conference aims to
be the embodiment of these two calls for stronger international
cooperation.

Its mission is to activate all available regional financial, human and
intellectual capital to help the Euro-Mediterranean region get onto
the Net.

The conference will be organised around four key elements:

* people, which will constitute the future interconnected
Euro-Mediterranean community;

* issues, regulatory, financial, organisational or educational, which
will have to be dealt with and solved in order to achieve a greater
interconnection of northern and southern Mediterranean backbones;

* potential, which has to be revealed and promoted to motivate economic
actors in the Euro-Mediterranean region, which have not yet realised
the great role the Internet can play in the development of
trans-regional co-operation in numerous fields;

* collaborative pilot projects, which will be the result of four working
days of demonstration, awareness building and discussion.

CALL FOR TECHNICAL PAPERS, PROJECTS, PANELS, WORKSHOPS AND TUTORIALS

The Euro-Med Net 98 Conference Committee invites the submission of
technical papers, and proposals for organising project descriptions,
panels, workshops and tutorials. Papers related to work in progress
are also acceptable; papers and project descriptions related to key
sectors in the Euro Mediterranean area are particularly encouraged.
All accepted papers will be published in the Conference Proceedings in
the form of a 2-page extended abstract. However, the full paper will
be available in electronic form (HTML, Postscript) in the on-line
Conference Proceedings to be available from the conference's web site
after the completion of the event. Authors of accepted papers will be
expected to present their work during the Conference.

SUBMISSION GUIDELINES

Submission Deadline: 15 January 1998
Notification of Acceptance: 5 February 1998
Final Version Due: 19 February 1998

Submission Procedure: In order to submit a paper, or propose a panel
or workshop or tutorial session, or project please fill in the on-line
form at http://www.euromednet.ucy.ac.cy indicating intent to submit.
The details on how to proceed (including ftp sites) will be sent to
you upon receipt of the form. Typically, you will be required to send
by email your submission in the form of uuencoded postscript and the
final version preferably in some readable form (Word, RTF, HTML,
etc.).

Technical Papers
----------------
Papers present reports of significant work or integrative reviews in
research, development, and applications and societal issues related to
all aspects of the Internet. Please submit a 2-3 extended abstract as
indicated above.

Panels
------
A panel offers an opportunity for 3-5 people (including the chair) to
present their views or results on a common theme, issue, or question.
Panels should cover timely topics related to the conference areas of
interest. Panel selection will be based on the importance,
originality, focus and timeliness of the topic; expertise of proposed
panelists; as well as the potential for informative (and even
controversial) discussion.

Panel submission proposals must include:
* a description of the panel topic, including why this topic is
important to the Euro-Med Net 98 Conference, attendees; 2-3 pages.
* a brief position statement and qualifications of each panelist;
between 2 and 3 pages.

Tutorials & Workshops
---------------------
Tutorials and Workshops are intended to enhance the skills and broaden
the perspective of their attendees. They should be designed to
introduce a rigorous framework for learning a new area or to provide
advanced technical training in an area. Submissions will be selected
on the basis of the instructors' qualifications for teaching the
proposed tutorial or workshop and their contribution to the overall
conference program. Workshops differ from tutorials in as much as they
involve hands-on experience with hardware/software provided.

Tutorial/Workshop submission proposals must include:
* a clear description of the objectives
* the intended audience
* the proposed length (3 hours or 6 hours)
* a 200-word abstract a 1-page topical outline of the content
* a summary of the instructor's qualifications

Project Descriptions
--------------------
Project descriptions offer companies an opportunity to present issues,
developments, and applications as well as to inform the audience of
their future directions and to showcase noteworthy products and
services.

Project Description submission proposals must include a 2-3 page
description of the topic.

Project presenters will be required to arrange for their own systems
software and hardware. The conference will provide a table, poster
board and electricity for each presenter.

AWARDS -- BEST WEB SITE / BEST PROJECT

The Euro-Med Net 98 Conference Committee invites applications for Best
Web Site/ Best Project Awards. The winning projects MUST be
demonstrated during the Conference. The Conference web page will be
updated after the conference to contain links to the winners' home
pages.

Winning Implies: Euro-Med Net `98 award winners will receive
transnational recognition for their achievements. They will be
honoured in a special awards ceremony during the Conference and will
receive a trophy and certificate indicating their status as Euro-Med
Net '98 winners. A financial prize will be given to the top three
entries of every category. The Conference web page will be updated
after the conference to contain links to the winners' home pages.

Non-Winners: Non winners will be listed in a special web page on the
Conference web site. This page will contain links to all the
participants for the award.

Who can apply: any individual, group, organisation from the European
and Mediterranean regions.

Categories: (any web site or project promoting the development of the
Euro-Mediterranean Information Society). The G7 project sectors, the
Bangemann report projects, the Euro-Mediterranean Action Plan sectors,
are all relevant categories. These include, but are not limited to:
Health Care, Electronic Commerce, Tourism/Cultural Heritage, IT
Research Applied in Industry, and Innovation, Mediterranean Research
Networks, Teleworking, Entertainment and Creativity, Community,
Government, Urban and Less favoured areas, Media (press/radio/TV),
Local Development particularly less developed regions, Environmental
Issues, Multilingualism, Distance Learning and Telecommunications.

Eligibility: the application concept (not pure research), must be
European and/or Mediterranean (created by Europeans and/or
Mediterranean people), must be already in function (or its feasibility
must be proved)

Criteria: must be an example for others, must be easy to use, must be
innovative, must be economically viable (implies cost
reduction/elimination, brings a competitive advantage, improves the
quality / quantity of the production of certain service/production
activity), addresses multilinguism or encourages trans border
communications, must be relevant to the EU and Mediterranean policies
in the area of growth, competitiveness and employment creation, has a
high quality of technical implementation with usage of up-to-date
technology (for example, effectiveness of interaction with audience,
timeliness, quality and depth of information).

Evaluation procedure: the Awards Committee will assess all
applications and evaluations will be confidential. The Awards
Committee will select the winners and notify them of the results in
writing by 19 February 1998.

Awards Committee: composed by EU and Mediterranean civil servants,
leading field experts, media, industry leaders, academia, and
association representatives.
